Having considered the impugned order and hearing counsel for the parties, we are of the opinion that the order in this case should be the same as the one in SLP ( C) Dy. No. 7213/2023 dated 24.03.2023.

Accordingly, the impugned order is hereby set aside. The Writ Petition shall be heard afresh by the High Court and decided on its merits. All rights and contentions of the parties are kept open.

Special leave petitions are disposed of.

Pending applications, if any, are disposed of.
